To back up his opinion he compares electrical and water service then and now, and says there was at least order before, now there is only chaos. He goes on to say that everything that was good about Iraq was destroyed by the war, everything that was bad was made worse. 10 years ago, Iraqis didn't think of themselves as Shia or Sunni or Kurd. Many are of mixed heritage. It's not America's job to decide whether Iraq will be 3 states or one. The occupation is the biggest problem Iraq has now.
